Victim of a similar redevelopment program as Bunker Hill in the early 1970s, Central City East (Skid Row) remains a confounding locae. The many socially explosive issues and agendas raised by its redevelopment and stewardship are the surest way to trigger an argument among downtown dwellers. Historically a low income and transient community, it is encroached on three sides by market rate housing developments. Implementation of the controversial "Safer Cities Initiative" has had enduring effects on the neighborhood. Only one thing is certain: no one who takes a stand on any policy in Skid Row is safe from criticism.
